Programme of Works

The Association utilises the construction industry in three main areas, New Build Housing Developments, Planned Maintenance, and Reactive Repairs.

New Build Housing Development

The Association is committed to working in partnership with Shetland Islands Council to ensure the continued supply of high quality, affordable homes is achieved through the Strategic Housing Investment Plan (SHIP) which sets the priorities for housing investment in Shetland over the next five years.

In September 2023 the Association received Scottish Government funding through the Housing Infrastructure Fund to carry out enabling works, in accordance with its approved masterplan, on its site at Staneyhill in Lerwick. The works will enable the construction of 300 new homes on the site over the next 10-15 years and will include future appointments of designers such as Architects, Engineers and Quantity Surveyors along with building contractors for construction phases.

Work on these new properties present opportunities for all the general construction trades such as joinery, electrical, plumbing, painting, etc. and there is also a requirement for mechanical ventilation with heat recovery (MVHR) and mist fire suppression systems to be installed.

Delivery of the Associations new build development programme is dependent on receiving grant support through the Scottish Government and is therefore subject to change.

Planned Maintenance

The Association is continually investing in its homes to ensure they meet modern standards and remain safe and secure. We carry out various scheduled improvement, testing, and repair works each year including:

  • Grounds and drainage maintenance
  • Electrical component replacement, testing and repairs
  • Timber cladding repairs
  • Major repairs, blockwork replacement, roof replacements etc.
  • Harling and rendering replacement and repairs
  • Window/skylight replacement and repairs
  • Energy improvement works
  • External door replacement and repairs
  • Various plumbing replacement and repairs
  • Kitchen replacements
  • Fire alarm, lighting and vent testing
  • TV/SAT repairs and upgrades
  • Boiler, heat pump, ventilation – replacement, servicing and repairs
  • Environmental replacement, and repairs (fences/paths)
  • Full and partial painting to external timber and masonry walls
  • Various other works

The above works are scheduled within a five-year detailed plan which is subject to change due to an annual assessment of available funding. Over the next five years we currently aim to spend between £6m and £7m on the above works. They will be procured in various ways including direct appointments, quotations, tenders and long-term contracts. Where a project breaches the thresholds set by various procurment legislation they will be advertised through the Public Contracts Scotland portal.

Reactive Repairs

The Association aims to ensure its properties meet the needs and standards now, and into the future, and carries out various reactive repairs on an ongoing basis. General housing repairs provide opportunities for contractors with experience in the following areas, joinery, plumbing, heating, electrical, ventilation, glazing, roofing, painting and decoration etc. and we are always looking to utilise the local workforce to assist us in delivering the service. These works are commissioned through direct appointments by issuing works orders to contractors.
